Aside from the mentioned wiring mods, I suggest checking contacts for corrosion inside the stop/run switch. That switch COMPLETES the running circuit;).

Told me on phone the scoot has a minor oil leak around front cyl. exhaust at head mount and is a tad low on oil. His plan at this point is come to my place and take it out to Harley here in Junction.
